I recommend the clear-and-hold strategy. Find or build ONE town, somewhere in the middle of nowhere, and make sure it is clean... and that it is set up as Matawan when the bandidos come to town. Then do that in the next town. Lather, rinse, repeat.
Ideally, we would find people in the Mexican government who could do this. It would be really bad if we had to do it ourselves. However, if we *did* have to do it ourselves, we could simply recruit a Foreign Legion out of the illegal immigrants -- solving multiple problems at once -- and have absolute strict discipline therein. As in, "deal with MS-13 and we court-martial you. And shoot you. In days, not years."
